The amendment ran to eleven pages. One sentence within it revised a qualifying period from twelve months to twenty-four. No press release mentioned it. The administrative memo that followed ran longer than the amendment itself.
Compression and consequence
When we write about policy, the temptation is to summarise until the detail disappears. But the detail is the policy. Everything else is framing.
Reading closely is not pedantry. It is the only way to see the decision before it becomes a statistic.
